• The person has been ordinarily resident within the Parish for a continuous period of at least 5 years and is in need of a separate home or whose present accommodation is sub-standard or unsuitable to their present circumstances due to their age, an impairment, medical condition or to meet the needs of a growing family; or

• The person is in and has been in continuous employment in the Parish for a period of at least 5 years; or

• The person is currently employed within the Parish in an agricultural related activity, as a professional health, care or social worker or as a primary or secondary school teacher; or

• The person has moved away from the Parish but has strong established and continuous links with the Parish by reason of birth or family and/or who still has a parent or guardian living within the Parish; or

• The person is the dependent, spouse or bona fide partner of such a person as referred to above.

After 56 days of advertising if no one satisfying the above requirements can be found from the Parish of Chulmleigh then the process shall be repeated considering persons from the adjoining Parishes of Burrington, Chittlehamholt, Kings Nympton, Romansleigh, Meshaw and East Worlington.

After 112 days of advertising if no one satisfying the above requirements can be found from the adjoining Parishes then the process shall be repeated considering persons from the District of North Devon.
