4. If a further period of 4 weeks passes by and no applicant can be found to match the criteria in sections 2 or 3 above the criteria can be widened to any person currently living within Teignbridge.
5. If a further period of 3 weeks passes by and no applicant can be found to match the criteria in sections 2, 3 or 4 above the criteria can be widened to any person. But please note that section 1 applies in all circumstances.
