  • Being a permanent resident for at least 12 months, or at least 3 of the last 5 years or at least 5 of the last 30 years; or
  • In permanent full or part time work in the area for 6 months during the last year; or
  • Having close relatives (parents, children, siblings) who have lived in the area for at least 5 years;
  • Existing social housing tenants.
